No. The $10,000 threshold for a Guaranteed Installment Agreement applies to the tax itself, not including penalties and interest. This is different from the Simple Payment Plan threshold of $50,000, which includes combined taxes, penalties, and interest. If your tax balance alone is $10,000 or less but total combined debt is higher, you may still qualify for the Guaranteed agreement.

Can I have had an installment agreement before and still qualify?

No. One of the four required conditions is that you have not entered into an installment agreement for income tax in the past five years. If you had an IRS payment plan at any point in the prior five years, you do not qualify for the Guaranteed Installment Agreement for that tax year.
